Response to Draft SE Plan Consultation
SHUV has submitted a coordinated response to counter Government proposals to build thousands of homes in the south of Hampshire under the draft South East Plan.

- The full formal submission (PDF document; 18 pages): Section by section comments suggesting (amongst other things):
- the need for sustainable development rather than economic growth at all costs
- support for using the ISEW (Index of Sustainable and Environmental Welfare) as a measure of appropriate growth
- the need for housing in existing deprived areas rather than simply catering for housing for workers moving into the area
- housing policy should make provision for wildlife and sustainable urban drainage
- the lack of a vision that puts quality of life relying on clean land, water and air, productive soils,
natural resources, and also distinctive and inspirational landscapes, wildlife, vibrant
communities, open spaces and a healthy well managed countryside
- the need for any greenfield development in the Strategic Development Areas
to be preceded by regeneration of deprived areas and by appropriate
infrastructure improvements (such as the proposed Light Rapid Transit System)
- support for the policy to improve the local skills, but with the caveat that building new towns is likely to undermine this noble objective
- recognition that the policy on environment sustainability is a step in the right direction; however it does not go far enough. For example, all new buildings and conversions should meet the Ecohomes/BREEAM Excellent standard
immediately.
