E1.S1 With a new target of 75% of new development on previously developed land within the current urban areas, a growth rate of 3-3.5% pa (if shown to be desired by residents of the sub-region) should be achievable within the current urban footprint, or with only limited greenfield development close into the two cities.

E1.S2 The Plan should contain a policy designed to ensure that countryside restraint policies are continued in all areas of countryside within the sub-regional area that are not specifically allocated for development through the LDF process.

E1.S3 The sub-regional boundary should be drawn much more tightly in towards the two cities in order to protect from development the important areas of countryside between the two cities and the assumed South Downs National Park boundary, in order to protect the strategic and local gaps within the sub-region, and in order to protect the South Downs National Park from adverse impact of development.

E1.S4 The final version of the Plan will need to be very much clearer as to how the environmental effects of the final policies for the sub-region have been assessed and taken account of, as required by law.

E6: Western Corridor and Blackwater Valley Sub-region

E6.S1 The Western Corridor and Blackwater Valley is not, and is most unlikely to be, sufficiently coherent and properly defined as a sub-region for the purposes of the South East Plan. Rather the work to date should contribute to the furtherance of sustainable policies for two viable sub regions or distinct lobes of the one sub-region, as (i) the Western Arc and (ii) the Blackwater Valley, neither extending south of the M3 and A339, with an extension northwards of the Rest of Hampshire as a green wedge between them.

E6.S2 Policies need to be strengthened to protect the rural areas of the sub region from development and to enhance their distinctive qualities.
