Water - the issues

Water is an essential resource but rising demand, planned housing growth and climate change raise significant challenges for Hampshire and the South East.

This area is designated by The Environment Agency an area of 'water stress'. Increasing climate variability has made forecasting water availability very difficult.

In 2012 CPRE Hampshire initiated a water working group led by Moya Grove (email: This email address is being protected from spambots. You need JavaScript enabled to view it.). The group issued its Water Resource Policy in February 2013. The policy looks at how to protect our rivers and water supplies and prevent flooding in a time of climate uncertainty, rapid development and changing planning control. It reflects our concerns about the issues and the need to:

  • Support efficient use of existing resource
  • Support demand reduction
  • Link planning and water
  • Support agricultural practices to conserve water in the catchment
  • Change attitudes
